Planning feasibility and strategy advice.

PAH is taking forward a Business Case for the redevelopment of its Acute Hospital in Harlow as one of the UK’s short listed sites identified in the New Hospital Programme. In March 2019, the Trust resolved to pursue the relocation of the health campus to a new greenfield site to the East of Harlow, within the Harlow & Gilston Garden Town Community.  

Planning consultancy advice and support has been required to help deliver the Trust’s development objectives including planning for a new Health and Well Being Campus East of Harlow within a Green Belt location and the redevelopment of the existing Hospital site for approximately 550 new homes.  

• Planning strategy, feasibility and policy advice and coordination
• Preparation of planning parameter plans and residential layout feasibility plans
• Green Belt release justification and consideration of alternative site options
• Planning input to hospital masterplan preparation
• Liaison and negotiations with Local Planning Authorities, Key Statutory consultees, developers and land agents
• Securing Healthcare and Residential site allocations in the adopted Epping Forest and Harlow District Local Plans and input to a Strategic Masterplanning SPD process
• Coordination of related Transport Strategy
