Planning strategy in support of a planning application to expand hospital services.

Project Details


LPP has obtained planning permission for a new Elective Orthopaedic Centre at Colchester Hospital. The 3‐storey building will comprise 6 theatres and up to 72 beds and will improve the overall experience for patients and visitors, and provide additional capacity needed to reduce waiting times, cancellation rates and length of stay for orthopaedic surgery.

The development proposals were the subject of considerable public consultations to invite comments from members of the public and key stakeholders and comments were taken on board when developing the scheme proposals. The planning application was subsequently submitted in March 2021 and approval was granted in June 2021. The facility opened at the end of  2024 and is now fully operational.

LPP’s Role

  • Public & Community Engagement
  • Preparation of Planning Statement, incorporating Design & Access statement and Heritage Impact Assessment to support planning application submission.
  • Coordination and management of the planning application process including specialist technical inputs, submission of the planning application and ongoing monitoring/liaison with LPA and Consultees.
  •  Attendance at Planning Committee Meeting and negotiation and agreement of Unilateral Undertaking for archaeology.
  • Securing planning consent within client timescales
  • Preparation and submission of S73 planning applications for revisions to the approved scheme
  • Discharge of pre-commencement planning conditions
