Provision of planning strategy advice to secure planning permission and listed building consent for the reuse and redevelopment of the site for residential and retail purposes.

Project Details


Following the relocation of all the local government functions to Ipswich, the former Mid Suffolk HQ Offices site became vacant and surplus to requirements.

The 2.6 ha site comprises a complex of Grade II and unlisted buildings (3,344m² floor space) along with areas of car parking and open space.

In October 2019, LPP secured planning permission and listed building consent, for a high quality scheme for the part demolition of unlisted buildings, and the
conversion of a listed building along with new build to provide 99 dwellings and a 511m² convenience goods retail unit.

LPP’s Role

  • Planning strategy and project management of specialist consultants and planning process
  • Liaison with LPA, statutory consultees and Needham Market Town Council
  • Public consultation and engagement with third parties
  • Preparation and submission of pre-application enquiries to the LPA and subsequent planning and listed building applications
  • Briefing and presentation of proposals to Local Authority Officers, Members and key stakeholders
  • Securing planning permission and listed building consent (October 2019)
